Town of Kolts was army barracks that grew a town around it. The Town of Kolts was designed with army efficiency in mind, most of it looks like concrete and steel but it has some nice living areas too. Add in a Chocobo-less Chocobo Farm, which is in a very tranquil part on the outskirts of town, and your golden.
