The First Order Officer(FOO) is a niche character that is well suited in a First Order(FO) Team of Kylo Ren, Captain Phasma(Lead), First Order Tie Pilot, First Order Stormtrooper and a healer. This team will gain 30% bonus attack chance every attack you make(except for the healer). It is a very offensive oriented team that is good for dark side campaigns.
However, compiling the team takes a bit of time to do so. FOO offers turn meter and offense up gains for FO teams, so it is highly beneficial to have a FO team.
Other than that, he is quite ordinary outside of that team. There are better options.
