General Thoughts
General Leo is one of the best debuff units in the game. He is a strong front line tank with good attack and defense. He offers both power and defense break, which will come in handy against bosses. With atk and def +20% passive, he will naturally hit hard and is quite tough. He is also one of the the few characters with an AoE physical damage outside of their Limit Bursts with Bladeblitz. Like samurai type characters, he can also paralyze enemies. That means he is a very good boss disabler as well.
His best passive “Draw Attacks” will make most enemies attack him. That means if you pair him with a strong healer like Roselia or Fina, you have got a very good tank. With that being said, he also has a wide selection of weapons and armor that he can equip.
His Trust Master Reward is an excellent shield that makes a character immune to petrify.
The only few downsides I can see with him is that he can’t learn magic and has only 3 ability slots.
Verdict: Max him!

Lore
A man who appears in tales from another world, where he played a role in the great conflict between humankind and espers. This loyal soldier of the Gestahlian Empire refused a Magitek infusion, having achieved the rank of general depending only on the strength of his arm and the skill of his sword. He values fair play and honor in battle with a special hatred for underhanded strategies. Respectful of all lives, even those of his enemies, his character earns him esteem from both his own troops and the people of hostile nations. He bears a deep hatred for Kefka, for a man of such integrity cannot forgive the mage’s evil ways.
